first_imgGobernador Wolf: El Departamento Correccional establecerá un Programa Temporal para Suspender las Condenas de Encarcelamiento SHARE Email Facebook Twitter Español,  Press Release,  Prison Reform,  Public Health En virtud de la autoridad que le otorgó la Constitución de Pennsylvania y el Código de Servicios de Manejo de Emergencias, el Gobernador Tom Wolf ordenó hoy a los funcionarios del Departamento Correccional que establezcan un Programa Temporal para Suspender las Condenas de Encarcelamiento para ayudar al departamento en la transferencia de las personas calificadas a centros correccionales comunitarios o al confinamiento en el hogar en medio de la pandemia de COVID-19.La Administración Wolf continúa tomando todas las medidas posibles para ayudar a detener la propagación de la COVID-19 y solicita a todos los residentes de Pennsylvania que hagan lo mismo. Estas medidas, que incluyen las del sistema correccional estatal, salvarán vidas, ayudarán a detener la propagación del virus y evitarán abrumar a nuestro sistema de atención médica que ya está sobrecargado.“Podemos reducir nuestra población carcelaria no violenta y dejar menos reclusos en riesgo de contraer la COVID-19 al tiempo que mantenemos la seguridad pública con este programa”, dijo el Gobernador Wolf. “Me complace ordenar al Departamento Correccional que comience el proceso para liberar a los reclusos vulnerables y no violentos que estén en las fechas de recuperar la libertad o próximos a ellas de manera organizada para mantener la supervisión luego de la liberación y garantizar que todos los que se reinsertan en la sociedad tengan hogar y planes médicos”.El Programa Temporal para Suspender las Condenas de Encarcelamiento solo se aplica a los reclusos de prisiones estatales que han sido identificados como no violentos y que de otro modo reunirían los requisitos para ser liberados dentro de los próximos 9 meses o que se consideran en alto riesgo de sufrir complicaciones a causa del coronavirus y están dentro de los 12 meses de recuperar la libertad.“Así como todos en la comunidad están lidiando con la COVID-19, el sistema penitenciario estatal está haciendo lo mismo”, dijo el Secretario del Departamento Correccional, John Wetzel. “Debemos reducir nuestra población de reclusos para poder manejar este virus. Sin este programa temporal, estamos arriesgando la salud, y potencialmente la vida, de los empleados y los reclusos. Podemos poner en libertad a estas personas de manera segura en la comunidad para reducir su vulnerabilidad y permitir que el departamento maneje la COVID-19 con éxito.“Al no contar con ninguna legislación actual, trabajamos teniendo presente que la legislación futura podría avanzar en mayor medida en base a estos esfuerzos”.Hasta hoy a la mañana, se registraban 11 casos de COVID-19 en la prisión SCI Phoenix en el condado de Montgomery, pero la preocupación por la propagación de la enfermedad a otros correccionales es un motivo para la liberación acelerada de los reclusos que reúnen los requisitos.Según el programa de suspensión temporal, aproximadamente 1,500 a 1,800 reclusos podrían ser liberados, aunque dados los retos que implica la reinserción para poder garantizar la conexión con la atención médica y el sistema de salud conductual, la vivienda y la seguridad alimentaria, el número probablemente será menor.Los reclusos vulnerables incluirán a los que tienen 65 años o más; toda persona con un trastorno autoinmune; reclusas embarazadas; toda persona con una afección grave y crónica, como enfermedad cardíaca, diabetes, enfermedad respiratoria crónica, trasplante de médula ósea o de órganos, obesidad severa, enfermedad renal, enfermedad hepática [y] cáncer; u otra afección que los coloca en mayor riesgo de sufrir complicaciones por el coronavirus según lo definido por los Centros para el Control y la Prevención de Enfermedades.Las liberaciones podrían comenzar tan pronto como el martes 14 de abril.El Secretario Wetzel enfatizó que se ha desarrollado un componente completo para la reinserción de manera de garantizar que los reclusos tengan éxito.“Si bien necesitamos liberar a los reclusos para protegerlos y darnos espacio para mitigar el impacto del virus en nuestro sistema, también sabemos que necesitamos preparar a los reclusos para la liberación”, dijo el Secretario Wetzel. “Nuestros planes de reinserción incluirán varios días de planificación de la liberación con el recluso para prepararlo y conectarlo con los programas de tratamiento en la comunidad, el transporte al momento de la liberación y una evaluación médica completa para garantizar que no liberemos a los reclusos enfermos. Kiss defends choke tackle technique

Kiss has warned Ireland to beware the growing influence on England’s attacking game emanating from the free-running Bath contingent currently dominating the backline. “The England Test matches are games I absolutely love. There’s a natural intensity that develops with those games and I think the reason for that is they are such a quality team,” said Kiss. “They have really built well over the last two or three years under Stuart Lancaster. He has done a fantastic job with their coaching group in the way that they have developed as a coaching team. “You can see some real influences from different clubs coming through, the Bath influence with the three backs they have that are very, very dangerous, Jonathan Joseph, George Ford and Anthony Watson. “They have certainly opened up a lot of width in their game. “There’s been a lot of influence from that area and they are going to be dangerous across the park.” Ireland assistant coach Kiss claimed Edwards was “wide of the mark” to label the ploy “a blight on the game”, suggesting tackling with a bid to hold players off the ground leads to clashes of heads. Former Australia rugby league star Kiss devised the choke tackle in 2011, where defenders wrap up attackers and hold them off the ground to form a stagnant maul that wins a turnover via the scrum put-in. Les Kiss, the pioneer of the choke tackle, has rejected Wales coach Shaun Edwards’ claims the technique is “very dangerous”. Kiss defended Ireland’s right to use the perfectly-legal tactic ahead of Joe Schmidt’s side hosting England in Sunday’s RBS 6 Nations Grand Slam eliminator. “Look, there has been a little bit said. I’ve got a lot of respect for Shaun Edwards actually but I think he’s a little bit wide of the mark saying it’s the cause of a lot of concussions,” said Kiss. “By virtue of the tackle itself you have to cool your jets a bit and wrap a bit more to get under the ball, so you actually have less heat in the collision to actually affect it properly. “When you do a lot of chop tackles there’s a danger there where you can get hit by knees and hips as well, so the baseline for us, we just try to coach as good technique as we can in whatever tackle we use. “It’s one of the forms of tackle we have, we try to vary it up in a tactical sense as well, and a lot of clubs and countries are using it now as an effective weapon. “But I don’t think you can overuse it, and that’s where England have been quite astute as well to mix up how they do use it. “But I don’t agree that it’s a dangerous form of tackle that’s for sure.” The winner of Sunday’s Aviva Stadium clash will take a giant step towards the 2015 Six Nations title, and wind up the only side able to complete a Grand Slam. Surf capital celebrates World Water Day

first_imgWaves of change are being celebrated in Bundoran this Friday as Donegal’s first ‘Think Before You Flush’ community marks World Water Day. Local stakeholders came together in the seaside town to mark the fantastic efforts of the community in good water hygiene practices.Bundoran became Donegal’s first Think Before You Flush community towards the end of 2018 joining 14 other communities around the country. Since then, they have been working towards tackling the problem of sewage-related litter on beaches.  A public awareness campaign was held about the problem sanitary products and other items can cause in our marine environment and our wastewater systems if they are flushed down the toilet.Clean Coasts in partnership with Irish Water launch the Think Before You Flush Campaign to raise awareness of the problems wet wipes and sanitary products cause when they are flushed down the toilet.Not only does this campaign aim to raise awareness at a national level, there is also a strong emphasis on empowering communities directly to tackle the issues caused by sewage related litter.A strong partnership between local Clean Coasts Officer, Bundoran Tidy Towns, Discover Bundoran and Donegal County Council has led the campaign from strength to strength with a large number of businesses taking part. The work continues with workshops for local schools including Magh Ene College and Four Masters NS, Kinlough as well as several projects and events with local community groups and individuals. Beckey-Finn Britton, Clean Coasts Officer for Donegal and Leitrim said: “Bundoran has become a true ambassador for the Think Before You Flush campaign in Donegal. It is a wonderful example of the power of community action to create change. Railway executive Hunter Harrison dead at 73 CSX Corporation confirms

first_imgJACKSONVILLE,, Fla. – Hunter Harrison, the plain-spoken, gruff American who rewrote the Canadian railroading book during his years heading both of this country’s largest railways, has died. He was 73.CSX Corp., the American railroad Harrison began leading earlier this year, issued a statement on Saturday announcing his death.The company attributed his death to “unexpectedly severe complications from a recent illness,” the same reason offered when Harrison formally went on medical leave earlier this week.“The entire CSX family mourns this loss. On behalf of our Board of Directors, management team and employees, we extend our deepest sympathies to Hunter’s family,” CSX (NASDAQ:CSX) said in the statement. “Hunter was a larger-than-life figure who brought his remarkable passion, experience and energy in railroading to CSX.”Ewing Hunter Harrison was born in Memphis, Tenn., on Nov. 7, 1944, and began his railroad career in 1964 as a 19-year-old rail car oiler for the St. Louis-San Francisco Railway while attending Memphis State University.His modest start gave no hint that he would eventually serve as the CEO of four major railroads: Chicago-based Illinois Central Railroad, Montreal-based Canadian National Railway, Calgary-based Canadian Pacific Railway and Jacksonville, Fla., railway CSX Corp.Harrison joined the Burlington Northern Railroad in 1980 when it purchased the St. Louis-San Francisco Railway, and he was eventually promoted to vice-president of transportation and service design.Harrison left Burlington Northern in 1989 to become chief operating officer at Illinois Central Railroad, rising to president and CEO in 1993. There, he was credited with initiating scheduled service for freight, a revolutionary concept for the industry.In 1998, Canadian National bought Illinois Central — considered at the time to be the most efficient railway in North America — and Harrison was appointed CN’s chief operating officer.He became CEO of CN in 2003, succeeding Paul Tellier, and served in that position until his retirement at the end of 2009. He moved to his estate in Connecticut, where he raised and trained horses for show jumping.In the fall of 2011, Harrison was approached by activist investor Bill Ackman, head of hedge fund Pershing Square Capital Management, and enlisted to help with a proxy battle at CP Rail. After winning the crucial vote at the annual shareholder meeting in 2012, Ackman appointed Harrison as CEO, replacing Fred Green.In early 2017, Harrison abruptly resigned from CP, five months earlier than scheduled.He gave up stock options and other compensation worth a total of $122.9 million to become CEO of CSX, a U.S. competitor, although he was later reimbursed by CSX.Throughout his career, Harrison was adored by retail investors who rewarded his cost-cutting and attention to making the trains run as efficiently as possible by bidding higher on the shares of the railroads he headed.As an illustration, CSX shares plunged nearly 10 per cent on Dec. 15, the morning after it announced he was taking medical leave and would be temporarily replaced by chief operating officer Jim Foote.Unions were enraged by the thousands of job reductions he ordered. And they complained safety was compromised when he ordered managers and office workers at CP Rail be trained so that they could drive locomotives if union members went out on strike.Institutional investors complained his compensation and perks were excessive and CP Rail moved to scale them back after he left.“Professionally, Hunter was unmatched in this industry. He will go down as the best railroader ever, plain and simple,” said Keith Creel, Harrison’s hand-picked successor at CP Rail said in a statement released Saturday.“What he has done at multiple railroads and for our industry the last 50-plus years is incredible which includes bringing CP back to its rightful place among leaders in the Class 1 space in what some have called the greatest corporate turnaround in history.”Foote — who worked with Harrison for 11 years at CN Rail and joined him at CSX in mid-2017 — said Harrison’s positive influence on CSX’s performance would continue without him.“I believe that the battleship has turned … Because the team has implemented a foundation consistent with Hunter’s vision, I do not see any reason to diminish our expectations concerning the pace and magnitude of our future progress,” he said in a statement on Dec. 14.Luc Jobin, the current CEO of CN Rail, offered his condolences to Harrison’s family and paid tribute to the railway executive.“Hunter was a giant of the railway industry for decades and a transformative figure at CN,” Jobin said in a statement issued Saturday.— By Dan Healing in Calgarylast_img read more

SC allows Karti Chidambaram to travel abroad in May

first_imgNew Delhi: The Supreme Court Tuesday allowed Karti Chidambaram, who is facing criminal cases being probed by the ED and CBI, to travel to the US, Germany and Spain this month. A bench comprising Chief Justice Ranjan Gogoi and Justices Deepak Gupta and Sanjiv Khanna said this nod to travel abroad was subject to compliance of conditions imposed earlier. The apex court had in January granted Karti, son of Congress leader P Chidambaram, permission to travel abroad after depositing Rs 10 crore with the secretary general of the Supreme Court. The top court had also asked him to file an undertaking that he would return and cooperate with the investigation. Karti is facing criminal cases which are being probed by the Enforcement Directorate and the CBI. One of the cases relates to the Foreign Investment Promotion Board clearance to INX Media for receiving foreign funds of Rs 305 crore when his father was the finance minister.last_img read more

Rich Williams said.Talbott was arrested Sunday and booked into the San Diego Central jail on a murder charge. Talbott was being held without bail.Deputies responded to a 911 call of a stabbing at a 7-Eleven store in the 12000 block Pomerado Road just after 1:30 a.m., where they found a man with a “traumatic injury,” Williams said.The victim was taken to a nearby hospital, where he died.
